RATINGS CHANGE: Inside Elections Moves FL-13 Towards Leela Gray

Latest change marks the fourth shift towards the retired Army Brigadier General in two weeks alone

St. Petersburg — Inside Elections shifted FL-13 from Likely to Lean Republican. This marks the fourth ratings change in two weeks in favor of retired Army Brigadier General Leela Gray in her race against incumbent, self-serving Anna Paulina Luna. The shift was the only House of Representatives race in Florida to shift. Gray released the following statement:

“These four ratings changes are an undeniable sign that our campaign to unseat extremist Anna Paulina Luna is gaining traction every day. Floridians are tired of leaders who prioritize personal profit over people and fail to deliver for our working families. In 32 days, we are going to Washington to root out corruption, tackle the cost of living crisis, and finally deliver for the people of FL-13.” 

State of the Race

  • Last week, Cook Political Report shifted the race in FL-13 to Lean Republican.

  • Also last week, Fox News also shifted the race in FL-13 to Lean Republican.

  • The Tampa Bay Times similarly moved Luna’s seat from “Potentially Vulnerable” to “Vulnerable.”

  • Luna recently made a desperate and failed attempt to remove Gray’s first ad from the airwaves.

  • Recent polling shows Gray leading in this race – with a House Majority PAC poll showing
    Gray ahead of Luna 51% to 46% in a district Trump won in 2024 by 13 points.

  • Gray is also winning unaffiliated voters by 17 points and winning over one in four Republicans.

  • And, with Donald Trump’s job approval underwater in FL-13 by 14 points, a full 9% of
    2024 Trump voters are backing Gray.

Leela Gray is a third-generation veteran, retired U.S. Army Brigadier General, attorney, small business leader, and mother running for Congress in Florida's 13th Congressional District. The first in her family to attend college, Leela worked her way through school and served more than 30 years in uniform, including two combat deployments and a peacekeeping mission. She retired in 2018 as Deputy Commanding General of the U.S. Army Central and subsequently advised U.S. Army Cyber Command on modernizing national cyber policy.
