ST. PETERSBURG, FL — Today, retired Brigadier General Leela Gray unveiled her “Keeping Our Promise” Policy Agenda, a comprehensive plan to protect veterans’ earned benefits, strengthen VA healthcare, and ensure military families have the resources they need to thrive. After serving more than 30 years in the U.S. Army, Gray knows firsthand the sacrifices made by service members and their families. Now, she is running to represent Florida’s 13th Congressional District, home to more than 60,000 veterans and service members, and deliver on the promises Anna Paulina Luna has repeatedly broken.
“When I put on the uniform, I made a commitment to our country and to the service members under my command and their families. That commitment didn’t end when I retired. It is why I went to law school to help veterans access the benefits they earned, and it is why I am running for Congress,” said retired Brigadier General Leela Gray.
“Our veterans answered the call to serve. They should not have to fight another battle with Washington bureaucracy to get the healthcare, benefits, and support they deserve. Yet Anna Paulina Luna has broken promise after promise she made to the veterans and military families she was elected to represent. I spent my life serving this country, and in Congress, I will keep my promise to those who served: I will always have their backs.”
Gray’s “Keeping Our Promise” agenda includes:
★ Pass the Major Richard Star Act
★ Restore Funding and Modernize the VA
★ Improve and Invest in Local VA Services
★ Expand Mental Health Resources, Housing Access, and Job Training and Services for Veterans
★ Restore Accountability and Oversight at the VA
★ Bolster Support for Military Families

Anna Paulina Luna’s Broken Promises to Veterans:
Anna Paulina Luna campaigned as a “champion” for veterans. But in Washington, she’s repeatedly turned her back on the very service members and military families she promised to protect – threatening their healthcare, undermining their earned benefits, and backing cuts to the VA.
Opposed a historic expansion of veterans’ benefits: Luna said she would have voted against the bipartisan PACT Act, the largest expansion of benefits for veterans exposed to toxic substances in decades, which has affected thousands of Florida veterans.
Voted to threaten veterans’ healthcare: Luna voted for legislation the VA warned could slash its budget by 22%, jeopardizing critical healthcare services, staffing, and benefits for veterans.
Championed DOGE cuts to the VA: Luna praised DOGE's efforts, served on its subcommittee, and introduced legislation to make its cuts permanent — even as VA employees were laid off at facilities in her own backyard, including Bay Pines and North Pinellas VA Clinic.
Suggested Abolishing the VA: After Matt Gaetz floated abolishing the VA in favor of a voucher-style system, Luna suggested most veterans would prefer that approach.
Voted to cut critical food and healthcare assistance for veterans and their families: Luna supported legislation cutting Medicaid and SNAP, programs that veterans and their families rely on for healthcare and food assistance.
Stalled critical legislation for veterans: Luna prioritized political fights over helping veterans and service members. She voted against the FY 2027 National Defense Authorization Act, choosing to please her party boss rather than support the nation’s service members.
